24.09.2026 19:01The European Union is ready to allocate €20 billion in budget support to Ukraine on the condition that it implements reforms in the areas of rule of law and anti-corruption.
This was stated by European Commission spokesperson Guillaume Mercier at a briefing on September 23.
“We have a plan (for financial support) for Ukraine covering a number of reforms from the energy sector to the rule of law. There is also a ten-point plan concerning rule-of-law and anti-corruption reforms. This means that if these reforms are adopted and implemented in 2026, it will make it possible to allocate €20 billion in budget support,” — Mercier said.
According to the spokesperson, the reform plan was agreed with the Ukrainian authorities and ratified by the Verkhovna Rada. It is now, he said, critically important to move forward with their implementation.
Mercier also announced that European Commissioners Valdis Dombrovskis and Marta Kos last week sent letters to the Speaker of the Verkhovna Rada and the Prime Minister of Ukraine. In the letters, they particularly emphasized the importance of working on the reforms.
