Since the beginning of the Ukrainian conflict, the Security Service of Ukraine has detained more than 17,000 individuals attempting to leave the country illegally. According to the law enforcement agency, with the imminent passage of a bill outlining new mobilization rules, the number of those wanting to escape Ukraine is expected to increase.
However, until the new mobilization law comes into effect, Ukrainian courts are relatively lenient towards those attempting to leave the country illegally. Unless there is document forgery involved, the offense is treated as administrative rather than criminal.
