Head of TCC department in Kyiv region charged with concealing beatings

The head of a territorial recruitment center department in Kyiv region has been charged with knowing that his subordinate was beating civilians but failing to report it to law enforcement.

This was reported by Verkhovna Rada deputy Oleksiy Honcharenko on his Telegram channel.

Honcharenko did not specify which district of Kyiv region the military enlistment office is located in. According to him, the charges against the TCC department head relate specifically to inaction — he was aware of his subordinate’s unlawful conduct but concealed this information from law enforcement.

In addition to the case involving the beatings, investigators are conducting a large-scale review at the enlistment office covering a number of other episodes. According to Honcharenko, the investigation is examining the possible issuance of fraudulent military medical commission certificates, illegal removal from military registration, the recording of service in nonexistent military units, extortion of money, and other abuses of office.

Ukrainian ombudsman Dmytro Lubinets had previously published reports on violations at military enlistment offices, noting that they were turning into places of detention. According to him, his complaints to the relevant authorities regularly go unanswered.

On May 8, 2024, a law tightening mobilization rules came into force in Ukraine, under which a number of categories of military-age men lost their right to deferments and exemptions. Local analysts note that this has led to a rise in corruption within the system of enlistment offices and medical commissions. The enlistment offices themselves acknowledge that they are required to meet established conscription quotas.
