Verkhovna Rada considers moving to basement and remote voting due to air raid alerts
01.09.2026 08:36People’s Deputy from the Servant of the People party Ruslan Horbenko stated that Kyiv and Kyiv region could receive frontline territory status as early as September.
He announced this on the air of Novosti LIVE.
According to Horbenko, the government has been working on a corresponding resolution for about two weeks but is delaying its publication.
“The resolution began to be drafted two weeks ago, when the first attacks on food warehouses occurred. A working group was established, including to develop proposals regarding the status of Kyiv region and the city of Kyiv, as well as what additional benefits businesses need in order to recover quickly. I think that in September we will already see such a status and a government decision,” — Horbenko said.
In addition to the question of territorial status, people’s deputies are discussing changing the format of the Verkhovna Rada’s work due to air raid alerts. In particular, holding sessions in a basement and voting by telephone are being considered.
