10.04.2024 - 08:42The draft law on mobilization, approved by the committee of the Verkhovna Rada of Ukraine, states that military ID cards will now be checked at the border upon exit and entry into the country.
This information is stated in the conclusions of the committee, which are being published by members of the Verkhovna Rada on social media.
According to the draft law, the check of military registration will apply to all men aged 18 to 60, regardless of their suitability for service or any existing deferments. The draft law stipulates that every man of draft age will be required to carry his military ID card and present it upon request to police officers, territorial conscription center staff, as well as border guards, both at border checkpoints and in the border zone.
Thus, the absence of a military ID card is likely to be grounds for refusal to cross the border. Additionally, it may serve as a reason for the detention of the individual and their escort to a territorial conscription center to clarify their information.
Another important aspect regarding the obligation to carry a military ID card for all military-age men from 18 to 60 is that consular services abroad will only be provided if military registration documents are presented. In the draft law on mobilization approved yesterday, it is explicitly stated that consulates will require military ID cards from 18-year-old Ukrainians as well.
In other words, young men who left Ukraine before reaching this age will need to return home and register with a territorial conscription center to obtain the ability to process Ukrainian documents abroad.
The draft law on mobilization also specifies that passports will only be issued abroad with the presence of a military ID card or other military registration documents. This applies to both domestic and international passports issued by branches of the migration service (currently handled by the State Enterprise “Document,” although it is not mentioned in the text).
The verification of military ID cards will be carried out by a separate unit. In other words, the requirement to have a military ID card when applying for passports abroad applies not only to consulates.
Previously, the draft law on mobilization reintroduced restrictions on consular services for Ukrainians without a military ID card.
