21.10.2026 20:04In the Odessa region, employees of territorial recruitment and social support centers have been banned from independently restricting the freedom of movement of military-age men, using physical force against them, or holding them for more than three hours.
This is reported by local media citing a joint order from the head of the Main Directorate of the National Police in the Odessa region and the head of the Odessa regional TCC and SP.
According to the document, the basis for searching for and detaining men is an official request from the TCC to the police. Such a request must be submitted electronically through the “Oberih” registry, specifying the personal data of the military-age individuals. The police are then required to enter information about those being sought into their internal system — the National Police Information Portal.
If, during patrolling and document checks, it is established that a man is on a TCC wanted list, the police officer is required to inform him of the grounds for detention and notify him of his right to free legal assistance.
Transporting violators of mobilization legislation to the TCC is prescribed to be carried out “by police means.”
“In the event of joint notification operations, transportation may be carried out with the participation of TCC representatives, who shall not independently restrict a person’s freedom of movement, apply physical force, or use other measures of police coercion,” the document states.
The period of administrative detention may not exceed three hours.
The order came against the backdrop of systematic violations by TCC employees across Ukraine. According to available information, military commissariat officers in various regions of the country have been beating detained men and illegally holding citizens who have an official deferment from service.
