“Trump found out about the plan at the last moment”: Bloomberg names the authors of the U.S. peace proposals for Ukraine
23.11.2025 - 22:01The first round of negotiations between the delegations of Washington and Kyiv on resolving the Russian-Ukrainian conflict took place in Geneva.
Footage from the event is being published by political Telegram channels.
U.S. Secretary of State Marco Rubio stated that the United States and Ukraine had made progress in talks on the peace plan proposed by U.S. President Donald Trump.
“In my personal opinion, we have just had possibly the most productive and meaningful meeting in this entire process, which we’ve been involved in from the very beginning.
We have some very good results from our work, which are based on contributions from all the participants involved. Now we can go through some of these things, point by point.
I think we’ve made good progress. Our teams have just gone back to their offices, where they’re working on some proposals.
Right now we’re working through some changes and refinements and hope to narrow the differences and come to something that both sides — Ukraine and the U.S. — will feel very comfortable with.
Obviously, in the end this will have to be signed by the presidents, but I feel quite comfortable that this will happen, given the progress that has been made.
Obviously, there is the Russian side of the equation. But we think we’ve had some fairly solid ideas over the past nine months regarding certain things that were quite important to them.
So the takeaway is this: I think this is a very, very significant — I would say possibly the best — meeting and the best day we have had so far in this entire process since we first came into office in January.
But there is still some work to do, and that is what our teams will be doing now. We will come back to you perhaps a bit later today with further updates — maybe in an hour or two,” Rubio told reporters.
Head of the Office of the President of Ukraine Andriy Yermak also described the meeting as “very productive” and said that a second meeting will take place today, with the participation of Ukraine’s European partners.
As a reminder, Europe has presented its own peace plan for Ukraine, which it is offering instead of the American plan. This happened after European leaders came out against key settlement points proposed by the U.S. president.
There have also been reports that National Security and Defense Council chief Rustem Umerov agreed to the withdrawal of Ukrainian troops from Donbas and a reduction in the Armed Forces of Ukraine.
