24.11.2025 - 05:03The 28-point plan proposed by the United States to end the war between Russia and Ukraine was developed mainly by three figures from the inner circles of U.S. President Donald Trump and Russian President Vladimir Putin.
This was reported by the American news agency Bloomberg.
According to the agency, the conditions for halting hostilities between Moscow and Kyiv were agreed upon by U.S. presidential special envoy Steven Witkoff, the president’s son-in-law, businessman Jared Kushner, and the Russian president’s emissary, Kirill Dmitriev.
At the same time, the outlet claims that U.S. Secretary of State Marco Rubio was involved in promoting this proposal only at the later stages.
Initially, the plan was worked out by Witkoff and Dmitriev; not only Ukraine and its allies were excluded from the talks, but even some senior American officials.
“Rubio became fully involved much later. Trump also learned about it at the last moment, but blessed the plan when he was briefed,” the outlet writes.
Earlier, U.S. media reported that Vice President J.D. Vance was also involved in drafting the plan on Ukraine.
It should be recalled that talks between Ukraine and the U.S. on Trump’s peace plan were held in Geneva, after which both sides reported progress.
