07.06.2024 - 21:09The Cabinet of Ministers of Ukraine has approved, by resolution No. 648, the procedure for issuing passports to Ukrainian men abroad, which comes into effect on June 30.
According to its main provision, the issuance of internal and international passports to men aged 18 to 60 is only done if they possess military registration documents. Additionally, “the validity of the military registration documents is checked in accordance with the legislation,” as stated in the text.
The resolution does not specify what this validation process entails. However, the Ministry of Defense of Ukraine previously stated that a medical commission must now be passed annually. Therefore, if the military medical commission was conducted over a year ago, the “validity check” may fail.
Given that the war started over two years ago, it is unlikely that those who left the country after it began have current medical commission results.
It remains unclear what criteria will be used to verify military tickets at the state enterprise “Dokument” or in consulates.
Previously, Ukrainian authorities announced that from June, the “Reserv+” app would provide a QR code to access consular services. However, the resolution does not mention this feature.
Another point in the resolution is the phrase about the inability to process documents abroad if the person already received a certificate for returning to Ukraine after February 24, 2022. In this case, the Ukrainian consulate or the state enterprise “Dokument” can only serve the person if they return to Ukraine, obtain a new passport there, and then leave the country again.
A third important point is the storage period for passports abroad: according to the new rules, if recipients do not collect their passports, they will be returned to Ukraine three months after they arrive at the issuance office.
It should be noted that passports for Ukrainian men aged 18 to 60 have not been issued since April. Consequently, many of these passports have been lying in consulates for two months already.
