The government confirmed this information to the publication.
Le Devoir reports that the Canadian government issued more than 10 special permits to local companies “with the utmost caution,” permitting the export of materials and equipment to Russia that could be used for the production of weapons or oil and mineral exploration. Since March 2022, the value of these transactions has reached nearly 2.8 million dollars, with the most recent transaction taking place in February 2023.
There were also permits for the import of specific Russian products in the construction and geological exploration sectors, materials, and seafood, with a total value of 47 million dollars.
Amnesty International has stated that this information “raises questions” about the “real political will” to punish Russia.
