February 15, 2024The Ministry of Defense of Ukraine has explained how the corrupt scheme of purchasing food products, uncovered by the National Anti-Corruption Bureau of Ukraine, worked.
The relevant post was published by the department’s press service on its Telegram channel.
“Until May 2023, suppliers could effectively set prices themselves for the food products they supplied to military units. To do this, they would set a non-competitive low price for the entire set of food, including all products, the day before the tender. This allowed them to win the tender,” the Ministry of Defense of Ukraine writes.
Then, as the National Anti-Corruption Bureau of Ukraine stated, the tender winner would increase the price of bulk groups of goods, such as vegetables, fruits, dairy, and meat products, while lowering prices for non-core items like strawberries and blueberries. This allowed them to keep the total price of the food set unchanged.
It was precisely through this scheme that “eggs for 17 UAH” appeared. The Ministry of Defense assures that such practices will not be repeated in the future because they have introduced maximum prices for products, above which suppliers cannot supply products to the military.
And the purchases will be conducted not by the Ministry, but by the newly established “State Rear Operator” to avoid conflicts of interest.
It is worth reminding that the National Anti-Corruption Bureau of Ukraine confirmed the existence of a corrupt scheme that allows significantly inflating prices when purchasing products for the Ministry of Defense.
