January 19, 2024The Ministry of Justice of Ukraine is seeking to allow convicts to join the armed forces, and for this purpose, amendments to existing laws are being considered.
This information reported according to Deputy Minister of Justice Elena Vysotska.
“The current legislation does not allow convicts to join the ranks of the Armed Forces of Ukraine,” stated the deputy minister.
Vysotska explained that this initiative applies not only to those currently serving sentences but also to individuals who were convicted in the past and have already completed their sentences.
“They live among us, fear the same way, experience the same emotions, and can be equally useful. Unfortunately, they are removed from military records and cannot in any way assist the army,” she clarified.
As of today, territorial recruitment centers reportedly reject individuals with a prior criminal record when it comes to mobilization, according to Vysotska.
She further explained that the first obstacle is legislative, and as a response, they have drafted legislative changes, submitting them to the committee. These proposed changes are highly debated because the military might be diverted by the inclusion of individuals with previous or current convictions.
“If we are currently discussing these matters in committees, I believe that January-February is the time when new mobilization rules will be adopted,” Vysotska stated.
However, she cautioned that there are no guarantees that the issue of convicts will be resolved immediately, emphasizing that this discussion should not impede other essential changes.
“It is possible that changes will be adopted now in some limited version, for example, concerning convicts who were released from prisons several years ago or were convicted of specific crimes,” she added.
