The Parliament’s National Security Committee suggested passing bill No. 10062 in its second reading with the committee’s amendments, which involves establishing an electronic registry for conscripts.
Initially approved in early November, this bill revolves around creating a registry that will compile and manage citizens’ data for military records. The bill explicitly states that individuals do not need to consent to their data being processed within this registry.
The Parliament’s Main Scientific and Expert Department heavily criticized this particular provision in its evaluation of project No. 10062. They pointed out that if this part remains unchanged, information obtained by state entities from individuals for specific lawful purposes will be freely processed by other organizations for purposes not aligned with the original intent. Moreover, as per Article 32 of the Constitution of Ukraine, unauthorized collection, storage, use, or distribution of confidential information about an individual without their consent, except in cases outlined by law and in the interest of national security and human rights, is prohibited.
