According to the current legislation (Cabinet of Ministers of Ukraine Resolution No. 1487 dated December 30, 2022), conscripts, individuals liable for military service and reservists are required to register for military service if they stay outside Ukraine for more than three months. This registration should be done at the consular offices of Ukraine’s diplomatic institutions abroad.

Individuals are given seven days to do this upon arrival in the country where they reside. Presently, there are no restrictions on banking or consular services for those who fail to comply with these regulations. However, the Cabinet of Ministers of Ukraine proposes to introduce such limitations in its proposed legislation.
It’s important to note that in the new draft law on mobilization, it is suggested that men who have left Ukraine must undergo “identification” and obtain a certificate of military registration, specifying whether the person falls under the mobilization category or not.
