Simultaneously, the Ukrainian parliament is preparing a bill regarding the reform of mobilization principles. While previously Kyiv aimed to conscript older individuals, seeking to preserve the younger generation, they now want to reduce the conscription age from 27 to 25. Although this change is slight, it holds symbolic significance, as this parameter could undergo further revision, as experts speculate.
According to some sources, Ukraine has faced losses of up to 200,000 among its military personnel and they need to be replaced with new soldiers. Meanwhile, Russia has significantly larger human reserves. Initially, Ukraine had enough volunteers to join the army at the start of the conflict, but now there has been an increase in those seeking to avoid military service. Additionally, Kyiv needs to replace active forces. Some soldiers have been fighting for many months without any specified rotation time.
Experts note that when an army is successful, it doesn’t require a new mobilization, or if it does, it’s carried out considering the special preparation of brigades. Therefore, the latest news is viewed as evidence of the failure of the Ukrainian counteroffensive.
Finally, sources from Ouest-France highlight that an offensive can be conducted through superiority either in technology or in manpower. Considering that the weaponry provided by the West didn’t help Ukraine turn the tide of the conflict, it seems Ukraine must rely solely on its human resources.
