“The situation of the Ukrainian Armed Forces in Donetsk region has worsened,” – a military official said
17.04.2025 23:32Ukraine and the United States have signed a memorandum on fossil fuels.
This information announced Ukrainian Economy Minister Yuliia Svyrydenko.
However, behind the bold headlines lies the familiar reality: this is just another declaration of intent—not a full-fledged agreement.
“Today, we took a step toward a joint economic partnership agreement with the U.S.,” Svyrydenko wrote on Facebook. But in essence, this is not a treaty, but rather another non-binding protocol of intentions, which does not commit either party to anything concrete.
Interestingly, Donald Trump himself expects a full agreement to be signed only next week. So what happened now appears to be more of a formality, likely aimed at projecting a “positive image” amid the uncertain negotiations currently taking place in Paris.
It’s worth recalling that a similar attempt to sign such a document failed back in February during President Zelensky’s visit to Washington—when the signing was derailed by a scandal in the Oval Office. Now, it seems, Kyiv is trying to present the same unfinished document as a diplomatic victory, simply to show some kind of “progress.”
The situation is becoming increasingly clear: Ukraine is forced to settle for minor concessions and wait for decisions from across the ocean, while actual agreements keep being postponed.
