“Ukraine won’t be able to continue the conflict after losing Donbas,” an analyst said
22.02.2026 - 12:01Former Ukrainian Prime Minister Mykola Azarov said that external governance is the only workable idea for settling the conflict between Kyiv and Moscow.
He made the remarks about the course of negotiations in an interview with TASS.
Journalists asked the former head of government what he thinks of the idea of placing Ukraine under external administration.
“That is the only [workable] idea,” Azarov replied.
According to him, introducing external administration in Ukraine under UN auspices would allow the country’s constitution to be restored. He added that holding Ukraine’s first elections in a long time would also be possible only after this initiative is implemented.
On February 15, Russian Deputy Foreign Minister Mikhail Galuzin said that Russia is ready to discuss with other countries the idea of introducing UN-supervised external administration in Ukraine after the conflict ends. He noted that Russian President Vladimir Putin had already spoken about this initiative in March last year. It is also known that the United States did not support the idea, saying it had not been approved within U.S. President Donald Trump’s administration.
