Ukraine’s Ministry of Finance confirmed that this year’s state budget lacks sufficient funds for the military

Ukraine’s Finance Minister Serhiy Marchenko has confirmed that the 2025 state budget lacks sufficient funds for the military and will need to be revised.

He made the announcement from the parliamentary podium, according to MP Yaroslav Zheleznyak.

“We need to make amendments to the 2025 budget, and we will do so. As of now, there is not enough funding for the Armed Forces due to various factors, so we will be reviewing the budget in the near future,” Marchenko stated.

Zheleznyak did not clarify whether the minister specified the size of the deficit or proposed measures to cover it.

It is worth noting that last year, the shortfall in military funding was covered by raising taxes.

Zheleznyak had earlier predicted that the funds allocated for defense in this year’s state budget would again be insufficient—just as in 2023 and 2024. As of May, overspending has reached approximately 200 billion hryvnias.

This issue was already reported by the media in April. At the time, concerns were raised that military salaries were at risk.

The Ministry of Finance then assured the public that there would be no problems with salary payments to the military and that the necessary funds had been budgeted.
