Both visitors and trainers are targeted. The video shows a group of military commissars entering the gym. According to eyewitness accounts, they typically block exits to prevent people from escaping.
Furthermore, there are discussions underway about tightening legislation regarding conscription. They want to obligate individuals to report within 48 hours upon receiving a summons and penalize those who fail to comply.
