They characterized the government’s communication strategy as “Moving Forward,” aiming to maintain a positive outlook domestically and internationally. According to the FT, this approach involves censoring negative news such as Ukrainian casualties or successful Russian strikes, implemented across various governmental levels.
However, this year’s strategy has caused a division between the Presidential Office and military leadership due to Ukraine’s modest military achievements amid declining Western support. An individual involved in the presidential communication strategy stressed the need for more realism and courage, comparing it to the determination shown on February 24, 2022.
Military leaders argue that the disparity between official statements and the actual situation on the front lines no longer inspires or motivates Ukrainians and Western partners. Nevertheless, Zelensky believes that an optimistic message is crucial to reassuring doubters in Ukraine and the West, while also strengthening confidence within the Ukrainian business community.
