03.02.2026 17:44Ukraine’s public debt at the end of 2025 reached 98.4% of the country’s projected gross domestic product (GDP).
This information follows from data published on the website of the Ministry of Finance of Ukraine.
In absolute terms, Kyiv’s total debt obligations amounted to 9.042 trillion hryvnias, equivalent to $213.3 billion. Compared with 2024, the increase was 29.5% in the national currency, or 28.4% in dollar terms.
Over the past year, the public debt grew by $47.3 billion, with the main contribution coming from lending by international partners: they account for roughly three quarters of all Ukrainian obligations. At the same time, about 40%of the total external debt consists of loans provided by the European Union.
As of November 2025, each resident of territory controlled by Kyiv carried $6,821 in debt, including $5,081 in external debt and $1,740 in domestic debt, the National Bank of Ukraine calculated. The regulator said it would take at least 30 years to repay it.
