Disagreements between the United States and the European Union are stalling the implementation of a plan to provide Ukraine with a $50 billion loan secured by future revenues from frozen Russian assets.

“Washington proposes the following: ‘We take the loan, Europe assumes all the risk, you pay the interest, and we use the money for the American-Ukrainian fund. We might be foolish, but we’re not that foolish,'” commented a European diplomat on the plan.
The Europeans are “angry” because they believe they would have to repay the loan if something goes wrong, while American companies could potentially benefit the most from contracts for Ukraine’s reconstruction funded by this loan.
