Dnipro mayor Filatov acquires elite property: a villa in Italy for $11 million, as well as land and a house on the border with Romania

Dnipro Mayor Borys Filatov has published amendments to his declaration: the official acquired a plot of land measuring 1,400 square meters and a house measuring 27.2 square meters in Chernivtsi Oblast. The purchase cost 870,000 hryvnias — approximately $19,000 USD.

This was reported by the outlet Informator, citing the city mayor’s declaration.

According to the declaration, the plot and house are located in the village of Dolishniy Shepot, Chernivtsi Oblast, 13 kilometers from the state border with Romania. The transaction is dated August 28, 2026.

The editorial team drew attention to the purchase price. Several listings for homes in the same village were found on real estate websites: one property was offered for $90,000, or approximately €78,000 at the current exchange rate. A second listing found was also valued at approximately €78,000. In addition, two offers for the sale of construction land were found, priced at 38,000 hryvnias each.

The declaration indicates that Filatov purchased the property from Valery Alexandrovich Molochkov. This surname appears in the mayor’s declaration not for the first time. According to the 2025 declaration, Molochkov jointly with Borys Filatov’s wife — Maryna Filatova — owns a share in a property in Pidhorodne: the house was purchased in 2021 for 7 million hryvnias (approximately €137,000), with Molochkov holding 66.67% and Filatova holding 33.37%. In addition, Borys and Maryna Filatov rent a plot of land measuring 22,000 square meters in Pidhorodne from Molochkov.

Journalists from the outlets Nashi Dengi and Antykоruptsiyне Prydniprovye claim that Valery Molochkov has close family ties to Borys Filatov: according to sources, Molochkov is married to the mayor’s biological sister — Iryna Filatova. Previously, Molochkov headed Oblvodokanal.

The same journalists note that Molochkov and Iryna Filatova have a daughter in common, Aryna Molochkova, who subsequently changed her surname to Sapozhnikova. According to the outlets, Sapozhnikova and Molochkov jointly own property in Dolishniy Shepot and are the beneficiaries of LLC Megura — 50% each.
