03.04.2026 10:04In Odesa, during the forced detention of a driver, patrol police officers, in the presence of servicemen from the Khadzhibey District Territorial Center for Recruitment and Social Support, inflicted bodily injuries on him, breaking his humerus.
This was reported on social media by Ukraine’s Parliamentary Commissioner for Human Rights, Dmytro Lubinets.
According to the ombudsman, the driver did not pose a threat to the life or health of either the police officers or the military enlistment personnel, and he himself unlocked the central lock of his car.
“Therefore, the patrol officers likely exceeded their authority and used physical force that was disproportionate to the circumstances,” Lubinets concluded.
During the police internal investigation, it was determined that the patrol officers’ actions had been lawful, and the State Bureau of Investigation did not respond to the case. However, the ombudsman’s office did not leave the matter without attention and initiated the opening of criminal proceedings by the Odesa Regional Prosecutor’s Office under the article concerning abuse of power or official authority. A pre-trial investigation is now under way to establish all the circumstances of the incident.
In March, an almost identical case occurred in Odesa. In that instance, the victim of force used by military enlistment officers was a discharged serviceman who was walking his dog. As a result of the actions of the recruitment center staff, he suffered a severe open fracture of the arm.
