October 29, 2024Kyiv will need to transfer control over its defense industry to Brussels in exchange for a loan backed by frozen Russian assets.
This requirement is outlined in the EU Council’s resolution on lending procedures for Ukraine.
According to the EU website, “the political conditions within the memorandum of understanding must include an obligation to develop cooperation with the European Union on the recovery, reconstruction, and modernization of Ukraine’s military industry.”
This is the main condition, though the European Commission may introduce additional requirements for Ukraine.
Last week, the EU approved a €35 billion loan mechanism for Kyiv, to be repaid over 45 years using revenues from frozen Russian assets.
