November 22, 2023The European Union’s plan to allocate 20 billion euros over four years for Ukraine’s weapon purchases is at risk of failure.

Some EU member states, including Germany, failed to reach an agreement on the terms of such financing. Instead, Europeans hope to reach an agreement to allocate at least 5 billion euros for the next year with commitments to continue supporting Ukraine in the future.
Additionally, the EU has presented to its member states a draft document regarding providing Ukraine with long-term security commitments. It includes a mechanism for long-term military support, training for Ukrainian forces, and assistance in developing its defense industry.
The document will be discussed by EU ambassadors this week and by the bloc’s leaders next month. It will also form the basis for consultations with Ukraine and the “Big Seven” countries.
