The head of the Main Intelligence Directorate Kyrylo Budanov does not believe that Russia will surrender and that Ukraine will be able to hold a “victory parade in Moscow.”

He stated this in an interview with The Economist. 

Budanov “does not expect that his enemy will ever surrender by choice,” the publication reports the intelligence officer’s words. “According to him, war has been a constant for Russia throughout its history.”

At the same time, Budanov’s “victory formula” is as follows: “We understand that we will not end the war with a victory parade in Moscow. But Moscow should not ever hope to hold such a parade in Kiev.”
