This information reported by Ruslan Stefanchuk, the Speaker of the Verkhovna Rada of Ukraine.

If this nation does not demonstrate respect and, on the contrary, carries out aggression against Ukraine, then its rights must be infringed upon in this regard. We have found complete mutual understanding here. Therefore, there are currently no Russian national minorities in Ukraine and cannot be,” Stefanchuk said.
He emphasized that representatives of the Russian people “cannot have any privileges” in Ukraine.
