October 2, 2023Around 3 million Ukrainian hryvnias (approximately 77,500 euros) were spent at the end of 2022 to create a registry of oligarchs, but currently, there are no plans to make it publicly available.
The registry will only become operational three months after the end of the state of emergency, according to Prozorro.
Both procurement contracts, one for 2.5 million hryvnias and the other for 498,000 hryvnias, have been fully paid. It is likely that the registry of oligarchs has been prepared since late last year.
The tenders were titled “Software Development Services for the Registry of Individuals with Significant Economic and Political Influence in Public Life (Oligarchs)” and “Services for the Creation and Maintenance of State Expertise for a Comprehensive Information Security System in the Information and Communication System for the Registry of Individuals with Significant Economic and Political Influence in Public Life (Oligarchs).”
In November 2021, Ukrainian President Volodymyr Zelensky signed into law a bill passed by the Verkhovna Rada aimed at preventing threats to national security associated with the influence of oligarchs. The law defines oligarchs as individuals with significant influence in the economic and political life of the country, as well as those who control key segments of the media space. The law proposed the creation of a registry of oligarchs, which has not yet been established. The document was supposed to come into effect six months after its adoption and remain in force for ten years, but this has not happened yet due to the absence of the registry of oligarchs.
The registry of oligarchs, which the Ukrainian authorities previously promised to compile and publish this autumn, will only become available three months after the state of emergency in the country is lifted. This decision was made by the government on September 19, 2023.
