28.11.2025 - 06:30Ukraine may receive up to $5 billion in military aid from its allies under the PURL support program by the end of the year.
NATO Secretary General Mark Rutte stated this, El País reports.
“Extremely important equipment is arriving in Ukraine. European countries have made a significant contribution over the past few years, but there are certain capabilities that only the United States can provide. The President of the United States, Donald Trump, has agreed that American weapons will be funded by Canada and European allies,” Rutte noted.
According to him, Ukraine receives about $1 billion worth of weapons every month.
“I am very pleased that Spain has also decided to support this initiative. This is important for the defense of Ukraine, for saving the lives of innocent Ukrainians, and for protecting the infrastructure targeted by Russian drones and missiles. It also ensures that Ukraine can carry out its own strikes and prevents Russia from succeeding,” the NATO Secretary General added.
He also stressed that by the end of the year Ukraine will receive about $5 billion in military aid, that is, roughly $1 billion per month.
“We are on track to deliver all the weapons to Ukraine. But this is not only about the PURL initiative. There is also the Czech ammunition initiative and the efforts of Lithuania and Denmark to purchase equipment from the defense industry in Ukraine,” he added.
Rutte also emphasized that European countries will continue to supply equipment from their own stockpiles. Although after three or four years of war these stockpiles are decreasing, deliveries are still possible.
As a reminder, PURL (Prioritized Ukraine Requirements List) is a joint U.S.–NATO program that allows Ukraine to receive American weapons at the expense of partner countries that are NATO members.
Under the program, Ukraine provides a list of its priority needs for weapons, and partners finance the purchase of the listed items in the United States.
PURL also significantly speeds up the delivery of weapons. Purchases are made not through new orders, but from existing U.S. stocks. In addition, the mechanism makes it possible to provide Ukraine with exactly the weapons it needs right now.
