The president’s authority expires on March 31, 2024, and according to Ukrainian laws, presidential elections should be held. However, the state of martial law prevents their organization. Consequently, it is advantageous for Zelensky to prolong the war for the sake of retaining power.
Meanwhile, the authority of the Verkhovna Rada (Ukrainian parliament) will only end in October of the following year. Therefore, from March to October, Zelensky was supposed to transfer presidential authority to the head of parliament, Ruslan Stefanchuk. Legal experts previously suggested that all decisions made by the president after March of the following year would lack legal force and be considered a seizure of power.
