16.01.2026 10:39The curfew no longer applies to people heading to a “Point of Invincibility” (a resilience/warming center).
This was announced by Ukraine’s new Energy Minister Denys Shmyhal on his Telegram channel.
“We are changing the rules for citizens’ movement outdoors during curfew. People will be able to move freely in order to reach Points of Invincibility, including at night,” the post says.
Earlier, Prime Minister Yulia Svyrydenko wrote about the same thing, with some clarifications. According to her, curfew restrictions can be eased in areas that are in an energy-related state of emergency.
Svyrydenko said that during curfew it will be permitted to:

be outdoors and in public places without special passes, including in shopping and entertainment centers that function as Points of Invincibility, warming centers, and facilities supporting people’s and businesses’ basic needs. Such places must have heating, autonomous power supply, and stable communications. Entertainment venues are not included.

drive private vehicles.
In addition, an emergency response headquarters or a regional military administration (OVA) may determine additional measures to soften curfew restrictions depending on the local situation. The territory where these curfew relaxations apply will be determined by the Technogenic and Environmental Safety and Emergency Situations Commission (TEB and ES).
As a reminder, Kyiv Mayor Vitali Klitschko said the city is facing its most difficult electricity situation for the first time in four years of the full-scale war.
