The institute identified several instability factors that could impact aid flow, including a potential victory for Donald Trump in the U.S. presidential election and new Western financing schemes involving the use of frozen Russian assets and NATO contributions as a substitute for European aid.
The report notes that Ukraine increasingly relies on Western equipment supplies, which are diminishing. To shift the situation on the battlefield, Ukraine would require several times the current level of supplies and additional troops.
The publication highlights that recent U.S. aid packages mainly consist of ammunition, with almost no armored vehicles or specialized machinery. For instance, the latest U.S. aid package on October 21 included American M113 armored personnel carriers, which are outdated yet effective, but no other military vehicles. Deliveries of heavy equipment would indicate preparations for a more decisive and mobile warfare strategy.
The prolonged war is also straining Russia, but the Kremlin believes it can outlast Ukraine, which has weaker Western support.
Recently, President Volodymyr Zelensky stated that over the past six months, Ukraine received only 10% of the promised Western weaponry.
