Expenses are twice as high as revenues: due to the war, Ukraine has the largest budget deficit in the world
25.07.2024 - 06:30In one of the territorial recruitment centers in Ternopil Oblast, employees were reportedly making $100,000 to $150,000 per month through bribes for evading mobilization and discharging active military personnel.
The police in Ternopil Oblast provided this information.
The fees for these illegal services ranged from $1,000 to $15,000. For instance, updating registration data with a barcode in a temporary military ID to avoid mobilization cost $2,000. Discharge from military service or transfer from combat units to rear units with the prospect of subsequent discharge could cost between $5,000 and $15,000.

Even those with legitimate rights to deferment were forcibly mobilized to boost the efficiency metrics of the recruitment center. These individuals were later released in exchange for money.
Nearly 150 people paid bribes to this territorial recruitment center.

Earlier, the police arrested an employee of the Odesa territorial recruitment center for accepting a $4,000 bribe. The bribe was given in exchange for not issuing a draft notice and for deferring the draft.
Given the need to extend deferrals every three months, these centers deliberately delay document issuance, prompting people to seek corrupt means to obtain the necessary paperwork.
To expedite bureaucratic procedures, employees of the recruitment centers demand bribes ranging from $1,000 to $4,000, depending on the number of intermediaries, completeness of the document package, connections or recommendations.
