09.07.2026 12:01A member of the State Duma Defense Committee, Viktor Sobolev, characterized the words of Denis Shtilerman — chief designer and co-owner of the Ukrainian company Fire Point — about Kyiv’s intention to strike Moscow with a ballistic missile as an element of an information war against Russia.
He made the statement to Gazeta.Ru.
According to Sobolev, the purpose of such statements is to influence Russian citizens in order to destabilize the situation inside the country, rather than to reflect Ukraine’s actual military capabilities.
“Making a missile is not so simple. I visit factories, including those that manufacture missiles. It’s complicated. You need engineering ideas… Our air defense systems are reliable, including for intercepting ballistic missiles. The fact that they are making threats is more of an informational impact on the Russian population,” Sobolev said.
The deputy also stressed that in the context of the information war — of which he considers Shtilerman’s statement a concrete manifestation — Russia must tell the truth while simultaneously exposing the lies of the Kyiv regime.
The trigger for the State Duma’s reaction was a statement made by Shtilerman on July 9. The designer announced Ukraine’s intention to strike Moscow with a new ballistic missile and listed the intended targets, including “well-guarded military facilities.”
“First of all, Moscow. And some of their well-guarded military facilities. I am almost 100% sure they will not be able to intercept it properly. I hope that when a very large portion of the launched missiles hit Moscow, it will somehow make an impression on them,” Shtilerman said.
Previously, Ukraine had also stated the possibility of creating nuclear weapons.
