
At the talks in Berlin, Ukraine and the U.S. failed to reach agreement on all contentious issues

15.12.2025 19:04The Ukrainian and American delegations are continuing negotiations in Berlin, but now without the participation of Ukrainian President Volodymyr Zelensky.
This is reported by RBC-Ukraine with reference to an informed source.
According to the source, the talks began several hours ago. Taking part in the meeting, in particular, is the Secretary of Ukraine’s National Security and Defense Council, Rustem Umerov.
At the same time, the interlocutor noted that the negotiations are already taking place without President Volodymyr Zelensky.
Meanwhile, judging by posts in Zelensky’s official Telegram channel, the Ukrainian president is currently speaking to the press together with German Chancellor Friedrich Merz at the closing of the German-Ukrainian Economic Forum.
Earlier today, a second round of Ukrainian–American negotiations on the U.S. peace plan took place in Germany, with the Ukrainian delegation headed by President Zelensky.
Zelensky has already stated that his talks with the team of U.S. President Donald Trump were productive, but made it clear that agreement has not been reached on all contentious points.
Previously, the American press reported that during the Berlin talks the United States was refusing to compromise on its peace plan for Ukraine.
