A bill has been introduced in the Verkhovna Rada to establish criminal liability for deliberately violating the procedures of a military medical commission.
The corresponding document has been published on the parliament’s website.
The proposed legislative changes were initiated by members of parliament Dmytro Razumkov, Oksana Dmytriieva, Heorhii Mazurashu, Alina Zahoruyko, and Dmytro Mykysha.
According to the text of the bill, employees of military medical commissions could face punishment in the form of imprisonment for a term of 3 to 8 years, along with a ban on holding certain positions or engaging in certain activities for a period of 1 to 3 years.
The lawmakers propose the same punishment for employees of territorial recruitment and social support centers who mobilize a person not subject to conscription.
In addition, they want representatives of military medical commissions to be treated as persons authorized to perform state functions under the law on illicit enrichment. The proposed punishment is imprisonment for a term of 5 to 10 years.
“Cases in which, as a result of unlawful actions by officials of territorial recruitment and social support centers or doctors of military medical commissions, citizens unlawfully acquire or, conversely, lose the status of persons subject to military duty, conscription, or exemption from service pose a public danger. Such cases can lead to people being unlawfully placed on a wanted list, groundlessly brought to administrative liability, as well as to the conscription of persons who are unable to serve for health reasons,” the accompanying documents state.
The bill has been referred to the relevant parliamentary committees for consideration.
Earlier, these same lawmakers proposed requiring the State Bureau of Investigation to automatically open and investigate proceedings after videos of unlawful actions by territorial recruitment centers appear online.
