The signing of the law eliminated the threat of a government shutdown in the United States, which would have occurred on October 1 if Congress had not agreed on a new budget by then. Disagreements between the U.S. administration and lawmakers on both the funding amounts and allocation of funds had hindered this process. The White House accused the Republicans of refusing to cooperate, while the Republican minority in the Senate and the majority in the House of Representatives disagreed with the government’s actions, including in addressing the border crisis.
